Russia is one of the countries that have signed the 1958 Geneva Convention on the Adoption of Uniform Technical Prescriptions for Wheeled Vehicles, Equipment and Parts which can be fitted and/or be used on Wheeled Vehicles and the Conditions for Reciprocal Recognition of Approvals Granted on the Basis of these Prescriptions.
Accordingly, all types of vehicles produced or imported into the country are subject to the same standards and regulations as in other contracting countries to the Agreement.
While much of Russia’s vehicle certification system requirements coincide with European legislation on technical regulation, there are some significant differences. The vehicle certification process in Russia is based on the Technical Regulations TR TS 018/2011 "On the Safety of Wheeled Vehicles", adopted by the Customs Union Commission on December 9, 2011 No. 877. Despite harmonization efforts, certain technical requirements unique to the Russian market still remain.
All motor vehicles, trailers and motorcycles officially imported into the Russian Federation must comply with safety requirements and undergo mandatory certification. The main document permitting the import of vehicles into the Russian territory for further sale is the Type Approval Certificate for Motor Vehicles (OTTS). Compliance assessment and issuance of type approvals for vehicles are carried out by organizations accredited by the Federal Accreditation Service.
What documents can we prepare for you
1/ Vehicle Type Approval
Type Approval Certificate for Motor Vehicles (OTTS Certificate): This is a document that confirms compliance of imported vehicles with Russian safety standards and legislative requirements. The presence of a Type Approval Certificate is the basis for import, release and further registration of motor vehicles in Russia with traffic authorities.
The document is issued only for new vehicles. Obtaining the OTTS Certificate confirms that the vehicle model meets Russia's technical and safety regulations, allowing for the legal import, sale and registration of the vehicles in Russia.
The OTTS Certificate can be obtained for both individual vehicles (including batch production runs) and serial production vehicles (the certificate validity period is 3 years in this case with the possibility of reissuing for subsequent production batches). Type approval is also issued for the serial production of vehicle chassis (the basic assembly of the vehicle’s drivetrain, transmission and control mechanisms).
To obtain the Type Approval Certificate for Motor Vehicles, technical documentation must be prepared covering the vehicle design, parameters and test results in accordance with the Technical Regulations. When obtaining the OTTS Certificate to confirm compliance with quality and safety standards, the following vehicle systems are checked:
L: mopeds, motorcycles, tricycles, quadricycles.
M: buses, trolleybuses, passenger cars.
N: special purpose vehicles and trucks.
O: trailers of all types and semi-trailers.

2/ Obtaining EAC Certificates and Declarations of Conformity for Vehicles and Their Components
AC Certificates and Declarations of Conformity - These documents confirm that vehicles and their components comply with established standards and safety requirements according to the Technical Regulations in force in Russia and throughout the Eurasian Economic Union.
The EAC Certificate confirms compliance of products with the norms and requirements of the Technical Regulations and is issued based on test reports from an accredited testing laboratory. After successful verification of compliance, the product receives the EAC mark. This mark confirms that the product meets the current safety requirements of the technical regulations.
The EAC Declaration of Conformity confirms compliance of the product with the Technical Regulation based on the applicant's own statements or a test report from an accredited testing laboratory.

3/ Manufacturer WMI Certificate
A WMI Certificate confirms that a motor vehicle manufacturer has been assigned a unique identification number in accordance with international standards.
The WMI code consists of the first three characters of a vehicle’s identification number (VIN). Together with the rest of the VIN, it ensures the VIN’s uniqueness for all vehicles produced in the last 30 years. This code allows unambiguous identification of the manufacturer for any given vehicle. The WMI plays a key role in vehicle identification and traces each one back to its original manufacturer.

4/ ISO 9001 Quality Management System Certificate
An ISO 9001 certification confirms that an organization follows international quality standards. This standard establishes requirements for a company's quality management system, including processes, procedures and methods to ensure high-quality products or services. ISO 9001 applies to all organizations regardless of size or industry.
To receive ISO 9001 certification, an organization must successfully complete a certification process involving an audit of its quality management system by an independent certification body. The certificate is issued upon successful completion of the certification process.
5/ Vehicle Technical Documentation Development
Technical documentation for vehicles consists of a set of documents describing the process of developing, manufacturing, operating and servicing automobiles. This includes technical specifications, drawings, assembly and repair instructions, technical reports and other documents. Developing technical documentation is necessary to ensure the quality and safety of vehicles, and is also part of the mandatory set of documents required to obtain WMI and OTTS certificates.

6/ ERA-GLONASS
The ERA-GLONASS system is an emergency response system that automatically calls services in the event of car accidents or non-standard situations. The device integrates with the vehicle, instantly transmitting location coordinates and information about the vehicle’s condition.
Starting from January 2017, the implementation of the ERA-GLONASS system has become a mandatory requirement for all new vehicles imported into the territory of Russia.
